There have been hint throughout the Drean’s Hope patch the the current state of the Emerald Dream might be wrong. Whether it Nymue wanting no change and saying stuff like Nymue yells: All agents of change must be purged.
But we know that change is the natural state of the world and with the knowledge Eonar had a hand in the Emerald Dream then maybe it is in a false. What if maybe instead of endless untouched forest and is suppose to be the plan for the “perfect” Azeroth, it should infact maybe the inverse look more like current world Azeroth and have the living inhabitants of Azeroth subtlety shape it.(ie, that the emerald dream should have zones that look like cities/deserts/tundras and other geographic locations)
I’d be betting that whole blueprint of azeroth only applies to a small subset of the dream in which eonar touched, The rest of the dream i’d hope would be more then untouched forest and its likely evershifting much like a dream

I’m not sure what the latest lore is for the Emerald Dream, but your idea makes sense.
Heavy agree with you there, I always thought the Emerald Dream was going to be this whimsical fey forest where nature grew untamed with no “man-made” structures to be seen save for a handful titan facilities here and there.
I was a little bit disappointed with how it looked in Dragonflight, but here’s hoping it’s just the area around Amirdrassil specifically since it’s the Green Dragons’ hub.
That’s the impression I also got.
During the big tree questline- I was hoping that there would be an option to burn the tree and free the Dream from the invading Night Elf occupation.
Instead, I’m forced to serve them party favours while they celebrate their colonial conquest.
I wanted to secretly undermine their efforts to grow another corrupt tree. I don’t want to be a slave for their evil ambitions.
What we got to see was the Titanic vision of how the Emerald Dream should be—A perfect, orderly garden where nothing ever changes and everything has a specific function.
We sort of broke it when we killed Nymue, so the place is going to go bonkers without Order being forcefully imposed upon it 24/7.

All that Night Elf architecture, though.
It was perfect, pristine, until over 10,000 years of occupation and appropriation.
Free the Dream.
