So what content is and isn't supposed to drop capes?

Just got back to back blue capes from doing the theater troupe weekly and awakening the machine, is it only newer content that protects against capes? Even if the thing youre doing is dropping items for the current season?

If someone could clarify for me that would be fantastic, ty yall.
