Yes, he was mad at Arthas for going mad with the power he gained, just to go to the same path.

His soul was split in two, he isn’t “complete” so isnt behaving like he would normally.

Yeah Arthas was broken too, the Frostmourne corrupted his mind.
It split his Soul in two as well though the half in his Body actively tried to stop the Body from committing atrocities only for the Sociopath of a Body to eventually get fed up and shove the half in his Body into Frostmourne to join the other half so that the Sociopath Body could continue doing things without interference!
The fact that half of Arthas’s Soul was only able to nudge the Body rather than outright control it is unsurprising as Maldraxxus mentions that some Souls are too weak to become Liches so it seems half of Arthas’s Soul was too weak to control Arthas’s Body!
The Sociopathic Soulless Body of Arthas of course had to be careful after that as the Jailer had a chance of taking over him due to his lack of a Soul! As a result he couldn’t unleash the full might of the Scourge.
As Arthas’s Sociopath of a Soulless Body himself said in WC3 and the Arthas Novel: “No one orders me around!” Since he took orders from no one he held back the Scourge so the Jailer couldn’t order him around.
The Sociopathically Soulless Body got killed when Arthas’s Soul returned to his Body and since he lacked a Soul upon his demise he was almost completely erased from existence with the only remnant being the Memory of Arthas bound to the Blades of the Fallen Prince!
Arthas’s Soul upon returning to his Body frantically asked his father if it was over and after being informed that it was he noticed Uther’s hand preparing to throw him into Darkness!
