Forming a council for the “better of our people”. Goblins should forever be money and explosive loving gangsters with a knack for subterfuge. Form a ruling body sure, but don’t go full Disney with goblins.

I have seen how they laid out Undermine, they are allergic to organization.
Goblins are the Bratva.
They’re not going full Disney, they just got rid of the Overboss (something that didn’t exist before Gallywix took over), so they can get back to business proper. I doubt they’re going to change their methods all that much, Venture Co. will probably be less of a Captain Planet villain but that’s about it.
Marin “I Love My Wife” Noggenfogger has world quests where he asks you to literally murder his competition selling counterfeit potions. Their culture isn’t going to change, Gallywix was just an impediment to that culture.

Not entirely true! You walk up to them, ask them about their counteefeiting, then they attack you. Alternativeltly, you destroy their counterfeit batch, which according to dialogue is just Noggenfogger’s stolen batch, which they presumably messed with, then they attack you.

What I’m saying is this isn’t ‘another council’, this is how things are supposed to operate for Undermine. The other cartels won’t really get into any Horde stuff anyway, so there’s no ‘goblin council’, it’s just Bilgewater.

There isn’t another council. It is literally just returning back to the way it was, cartel families and the bosses meeting. That is all. The thing that did change, that they got rid of, is Gallywix becoming overboss, which wasn’t a thing until now.
