or atleast, i assume they’re bots. teams of druids with a sing monk blasting down zones with starfall, making questing impossible… just saw one sitting in mechagon. hate this crap.

You experienced a phenomenon called “Multi-Boxing.” There are many threads about it, I will try to link you one:
Make sure you report them if they look like bots to you. If it’s a multiboxer, then griefing because they aren’t supposed to be affecting quests like that.

isn’t it against tos to have a macro that controls an entire team of characters though?

Exactly hows many teams did you see with this composition?
The rule is that a player can send a single keystroke to multiple characters. The characters cannot play themselves. If the player gets up from the keyboard and the characters keep playing while he is gone, that’s botting.
several. saw one in stormsong blasting down people by the foundry, another in vol’dun making wq’s impossible, one in nazmir- there’s a lot of’em. y’know what really confuses me? i never saw these types of teams until bfa.

A part of the problem is that devs have given a lot of these mobs a very low drop rate for rare mounts. That’s usually what’s going on in that situation.
