Mainly in Shadowlands, without a respawn, would we be repurposed with our covenant, or stuck in that zone we died in because the Arbiter is out of commission.

I don’t think so. You’re already in the afterlife, so the transition is mostly done. You’re no longer in the stream of souls, so you would avoid the maw unless you permanently die there , and the Arbiter cannot summon you.
True, but without those relics of the First Ones you’d be a spirit the same as any other and subject I expect to the same rules that apply to them in the Shadowlands. The question was ‘if we died in the Shadowlands’.
Also isn’t the Arbiter currently in a lengthy System Restore session that keeps crashing?
Better question is where do I get rid of all the souls of the heads in my backpack?
