A child typically has no proper agency to act in their best interest, if we are taking it to people. Replace this with a competent adult and I don’t see it happening.

I’d still say the initial act was saving the child.

I made the child analogy because in the theater of war civilians adult or otherwise are the children that don’t know any better and the military the adults who are responsible for their safety and security from the enemy. And children do have agency they are just ignorant and in war so are the civilians in war.
