Seems like there will no longer be any reason for Frost to cast DND anymore, which kind of feels wild tbh.
Would be fire if so; it’s the only ability besides Grip that’s pivotal to all three specs but some people hate placing it. And Frost has been bloated from where it used to be.
Pve wise, yes.
Pvp it has niche use still for stopping healers to drink, breaking stealth, or if talented, the 90% slow.

Breaking rogue stealth with a DnD is always satisfying. Howling Blast is also great for breaking stealth and getting into combat.

Tbh, that’s pretty much the thing I’ll also miss about Cleaving Strikes and D&D. Using it for the slow feels kind of sheepish.

I guess I’ll keep the 90% slow for a more fringe use. Reowyn will probably keep slaying. 
i am glad I will no longer need to use DND all the time to be effective and have it as a more circumstantial use, technically it is more tied to the lich than the Death Knight but army of the dead should still be baseline tbh

To slow mobs with the talent if needed.
Dps wise no.
DnD in pvp, even if it serves no purpose for our dps, will still always be a good button for breaking stealth and stopping drinks around LoS

Still might want it for the slow in certain fights, but for the most part yeah. I’m a big fan, that D&D cleave garbage is what kept me from playing a DPS DK for years. It’s a shame abom limb had to die for it to finally happen.

Works better with Defile.
To be fair we didn’t need it on our bars in Legion or before that, it was a waste of a rune for minimal gain, I am glad they are finally coming back to their senses.
its a stealth break, and drink stopper in pvp, if you play slow talent, you can kite around LoS with it as well
Frost basically doesn’t need to DND or remorseless winter anymore. There’s now a talent that auto uses an enhanced version of it when you cast pillar. TBH the spec has been VASTLY simplified. Plays like a slower and harder hitting version of ice skinned ret.
