So confused on how to craft Special armor

I recently got my Blacksmithing profession to 100 and for some reason I cannot see any Special Armor to create legendary rune vessels… It still says its unlearned for me and when i speak with the blacksmith guy in Oribos, he doesnt have any new things for me to learn… Any help??

You have to get a quest to unlock the Runecarver in Torghast.

Ive already completed that. I think thats what im getting lost at. I’ve already crafted a legendary on the same toon that i’ve maxed my Blacksmithing on. However it was done AFTER i crafted my lego

Same issue for me.
ETA: I had the recipes, they are not grouped under “armor”.
