The unfortunate fact is that death knights aren’t special or unique anymore. just generic undead soldiers. so yes, literally anything can become one.
It is possible but unless you are a powerful necromancer like the Lich King or even Kel’thuzad, it will take a while. As seen in the Cata Eastern Plaguelands storyline where the Banshee boss in Stratholme tries to turn the Dwarf Pally Pal into a Death Knight. She had to set up an entire ritual and everything. Meanwhile someone like Kel’thuzad was casual when he raised death knights like Alexandros and Darion.

It’s theoretically possible, but there’s no indication that any more have been created since Bolvar lost the Helm, and I don’t know that Darion would have any interest in making more unless a new crisis arose. Blizzard backpedaled on letting Earthen be DKs because they decided it didn’t make sense right now.
I mean, en masse? Probably not
But just like how first gen were created I imagine anyone can use the 2nd gen technique that kel’thuzad used: take a dead warrior, bind their soul to a rune weapon and have them go forward.

Not at all. Gul’dan created the first generation before the Helm even existed.
But it is correct to say that it’s unlikely more DKs will ever be created. At least not by the KotEB anyways. They’re not big on damning people to the eternal hunger and wouldn’t have even created the fourth generation if Bolvar didn’t force them to.
I would argue it is not, as it stands. 1st Gen DKs are not DKs by the standards of the PC ones. They do not wield domination magic of the Shadow Lands, as… it is impossible for them to of. They are more like… weird zombie knights wielding the Legion’s power than anything else.
All the other DKs were created through the implements of Domination—the Helm and Frostmourne—either directly, or through those empowered to do so by their wielders. The helm is… a shiny hat now. Frostmourne is depowered, but perhaps could be recreated to do so. You’d have to get through the Veil and talk the Primus into it.
With direct access to the SL in lore I can’t imagine it being that hard I’d it needed to happen. Not like we can’t track someone down now.
I think there’s room for new DKs to be made. DKs were made before the Lich King, and can be made after him. In the Legion DK campaign, you raise 4 new Death Knights. Lorewise they would be something different, a different generation, but for gameplay purposes, it would be fine.
We just need the 4 Horsemen to do it.
Going to guess if there is any new DKs be made, it’ll be from the Primus, for the greater good reason or what have you. Maldraxxus was Necromancy central.

I wish we could find that same unity for Shadowlands.

I was referring to the logic we used back then to pretend WoD never happened. The only consequence of WoD at the time was that Maraad was gone so we all jokingly said nothing happened between MoP and Legion beyond Maraad having a heart attack.
Didn’t think I’d need to spell this out given the context of my post.
