The undercity is technically the underground area, so it might be okay still. The top is toxic. But of course we get 2 expansions now of alliance pity and nothing for horde loses.
In game you can talk to Zidormi just outside the Undercity to go back to the old Cata version.
If you mean in lore then yes both are completely destroyed. The Alliance razed Brill and the Undercity was ruined inside and out. Explosives were detonated in all the tunnels as well as plagued.

Silvermoon is next. In fact it could use another Dead Scar.
I mean it was ultimately the Horde Warcheif that destroyed both cities. Maybe if the Horde were a bit better in selecting their leadership they wouldn’t be constantly lead into attempting genocides.
