afaik. in classic. you could gain up to 30 bars of rested XP. you gained 1 bar every 8 hours in an inn or a capitol city.
My druid was resting for 12 days. and only gained 20 bars. This happened 2 times. he rested for 10+ days and only gained a max of 20 bars.

its still the principle of the matter. that blizzard is making changes left and right to make things worse.
There is and always has been a cap on rested XP
Max is supposed to be 30 bars, and that has been my experience on the druid. Now 47. Next weekend will hit 49 in just a few hours. Then repeat to 60 is my plan.
It might be due to people doing rested XP packing bug to gain rested far faster.
I don’t believe this claim. I don’t think the cap (30 bars) has changed at all. I’ve played characters (in the last 2 weeks) that had more than 20 bars of rested XP. And I see my “rested” marker move, every day, on every character.
I haven’t tested precise rates (per-hour, per-day) but this post does not match my experience.
I’m not a Blizzard-hater, so I don’t hunt around trying to find things that I can claim are a change. Do I have to run tests to PROVE that there was no change?
To me it is much simpler: if you don’t like this game, play a different one.

Yeah it’s pretty common for me now. Having logged into an alt… Even though they’re in an Inn, when standing on weird places like tables or whatever, they do not gain any rested XP. Legion, Old world locations, BFA. Just logged into a batch of alts I played last month, varied locations. All logged out in Inns. They went from 40% rested to 101% rested. In 4 weeks. Weird and annoying but, whateva…
rested XP on all my bank alts is showing as 150%…so don’t think it’s a bug. could it be a UI/addon problem on your end that is showing something else then what the server is listing?
I don’t have an addon that shows rested XP. So I can only see to the end of the current bar. There is a little marker that shows the rested/unrested line.
But a couple times recently I’ve leveled up and seen the expected amount of rested on the next bar. At least once is was definitely 150%. But usually I don’t keep track of those details.
Addons seem to mess up a lot. Blizzard puts out a patch and addons work wrong. I remember a couple months ago (when Blizzard locked some servers and gave them 2 layers) a bunch of players posted about a server having 3 or 4 layers. Finally a blue post came out saying “It’s the addon giving an error. No realm has more than 2 layers”.
Every higher level has a different number of bars of XP required to fill to elevate to the next level. Rested XP maxes out at 150% of a level or 1.5 levels worth of rested XP. It has nothing to do with bars.

What trick? When you log out, log out in an Inn or capital city – check that your character says “zzz” instead of your level. Then you get rested XP while you are logged out. Slowly – 1 bar every 8 hours.
If you stay logged out long enough, you get 30 bars: 150% of a level.
I’m using the Classic addon “Narcoleptic”. I can type “/rested” in the chat frame and see all my characters (even ones on other realms) and see rested XP and several other items. Here is one example. Bisonteen has 30 bars (150%) rested XP:
