No. They aren’t. The Titans are the Pantheon of Order/Arcane. The Eternal Ones are the Pantheon of Death. Each cosmic force has its own Pantheon. Order/Arcane is only one of the cosmic forces. The Eternal Ones helped to make a framework to balance all cosmic forces. They are NOT Order/Arcane.
