Do i need a level a max character to start the earthen quests?
As of right now, it looks like to unlock the earthen as a playable allied race, you have to reach level 70 on a character and then complete TWW’s first max level campaign.

Might be neat to create a dwarf alt until release to get a feel. There’s even an Earthen set. 
You’ll be able to make a 70 very quickly in the Panda remix in a couple weeks.
Just to add to this, they will likely gate keep the max level campaign week by week or every 2-3+ weeks so people don’t immediately finish it.
Going off past expansions with things like this, you shouldn’t even see any Earthen until like a month into TWW.
