What’s the most intelligent horde race, other than the forsaken?
Note that the races that have not been evolved by arcane magic or have origins in titan constructs are considered non-sentient beings and are not to be included in these rankings.
Goblins, although they are gradually getting stupider with each generation, since they aren’t around the Kaja’mite mineral on their home islands that gave them their intelligence to begin with.
Smart? Yes, but morally questionable.

Goblins are a beast race with no sentience. Any apparent intelligence is just animals acting on instinct.
And yes, I forgot about the Nightborne. This question is handily answered there.
So, we basically have Nightborne, Blood Elves, and Forsaken as sentient horde races. Are we thinking Nightborne > Blood elves > Forsaken?

goblins generally are the horde’s go-to tech guys. unless your talking like, magic-smarts, then it’s nightborne… or blood elves, possibly. but overall? goblins.

A major chunk of Blood Elves did literally the exact same thing. The ones that didn’t joined the orcs (who did the same thing like 40 years before they joined up)
The orcs are the smartest race. They figured out how to survive by eating rocks. None of the other Horde races thought of that!

the blood elves joined the horde because of the actions of night elves and the dwarves actions. maiev shadowsong anti magic influence still lingers with her and did back during tbc . play the blood elf story and you will see why the only safe choice was to join with the forsaken many of whom inlife were friends with the forsaken.

If they’re so smart, why do they drink blood?
Blood Elves. No contest. Consider the Windrunner Sisters:
- Alleria: head of the Void Elves
- Sylvanas: Former Horde Chief
- Vereesa: Ranger General of the Silver Covenant
And that’s just one generation of one family.
Blood Elf and Goblin have (had not sure if this is still a thing) the highest base intellect among all Horde races. Which suggest they are meant to be the smartest.
Undead actually have negative base intellect.
The Nightborne thrived without sun or moonlight, augmenting plant-life, vegetation, and food with arcane energy to sustain their people for over 10,000 years.
Goblins, elves are dumb, and people defend them because “muh beauty!!”

I think next would probably be blood elves, then a tie between forsaken and goblins.
