I have been after the LFR version of Incarnate Sky-Splitter since Season 1’s launch. I completed my LFR set for my warrior and REALLY wanted the axe for the full set. I have been run Raz since she went live. Today I FINALLY got it to drop off a terrible LFR group after 7 wipes… only to not get a chance to need roll. I got the Normal version off the first timewalking weekly. So am I soft locked out of it literally until we can solo run LFR next expansion?!
Why would I not get a chance to need roll on a version of an item I don’t have?!

Because people were rolling on everything to probably get the transmog, but so many people got angry about it because they didn’t get their upgrades when they lost the roll to someone who had it in heroic.
So Blizz changed it to where if you had the same item, but a higher item level, you couldn’t roll. Unfortunately, they didn’t think about the transmog side of it.
It’s too bad the appearances from an item don’t unlock for all the difficulties that are lower than what you have. So for example, if you have the heroic version, you also have access to the normal/LFR appearance.

Its so bogus. You can still need roll on loose armor piece that drop regardless of item level. People in ilvl 395 pieces needing and wining my damn hunter 372 boots off Dathea constantly.
Why do it for like items but not when it a different item but higher ilvl? It sucks.
Is my only option to level a new toon that can use it and run Raz?
So you are upset you can’t need roll on something that is only a transmog for you… you are being part of the problem that caused them to add this feature.
Suggestion though. Get a weapon type from M+ key level 2-3 and see if the catalyst thing will convert it into that weapon for transmog. Pretty sure those match up to LFR quality. It is how I have gotten some tier transmogs i’ve been targeting at different raid levels.
Sometiems this game seems like six different eras of design waging war against each other and the staff are helpless to get it under control.

Because they listen to the complainers, you’re basically LFR slave at that point, doing the work but not allowed to roll for the reward.
Valid complaints though. People do LFR because of either don’t have time to raid or are gearing up a toon. People who are going to use it for transmog, DE, vendor (yes there are those people) shouldn’t have priority. They could do it like they do now where if it isn’t a mainspec upgrade your need automatically is always weaker than all other needs. Still lets you have priority +1 but you are never going to get it over priority +2.
All these problems stem from the fact that the people who develop this game, do not play this game in any capacity.
No one at Blizzard actually plays this game.

Yeah it was thought through and was needed to be done. As I said earlier "People who are going to use it for transmog, DE, vendor (yes there are those people) shouldn’t have priority. " No matter how they addressed the problem someone was going to get upset.
Greed rolls for transmog seems to be working as intended if you ask me.
How do you figure? I did the fight. Its an item I dont have. I can use it for my main spec. I should have the exact same chance to get the item as anyone else who did the fight. My intentions for running the raid are moot.
Furthermore you can still need roll regardless of ilvl currently equipped. So your argument is invalidated by the devs themselves. The guy who won it will also not be using it because he was using a 405 Obsidian Seared Crusher. He was needing for the mog just as I wanted to and was still allowed to need roll on it since he had never collected the item before. It was vendor’ed and not used the same as it would have if I won it. He was able to need roll on it and I wasn’t which doesn’t make any sense.
