I accidentally took the taxi over instead of racing Celormu and now Celormu is not at the Skytop Observatory like he is supposed to be. Cannot continue Waking Shores campaign. I’ve reloaded and relogged and I’ve also tried abandoning and re accepting the quest, none of this has worked

I had the same issue. I ended up finding him-his location is next to the flight path. The quest just didn’t track him on my map.

same here. i beat him over to it by a mile and he aint there

I had the same issue even though I raced him there and I can confirm that this is the correct answer. He is by the flight path with some racing quests. The quest marker is incorrect.
