I’ve been trying to get the Wolfhawk soulshape skin for nearly a week now. I’ve noticed that a World Quest will spawn over him and cause phasing issues between players.
In Addition, When Skuld Vit is dead the Barrier to this cave is normally gone, but today I’m sitting outside the cave (tried both in WM and peace Mode) the Barrier is up but no NPC is in sight.
I waited for about an hour on Sen’jin last night w/no spawn. Wowhead commenters stated they waited as long as 7 hours in a stretch and no spawn. I think it’s just that this boss has a long respawn.

@Jyxy No i don’t believe this is the same. The barrier is still up, however no spawn. I’ve fought him then waited and seen him spawn again. While he’s dead, the barrier is supposed to be down as well. This Rare is Definitely bugged
