Is there a way to get to Outland without completing questlines for Horde? Is there a minimum lvl needed? I’ve tried the Warchief Command Board quest for Nagrand, but takes me to Draenor.
Can’t you just take the portal to Shattrath?

Yep, tried that but the portal is open for my lower lvl alts, 30’s and below. That made me think I was missing something.
Burning Crusade content doesn’t have intro quests. You can just go to Outland and go to where you want to quest.
Have you tried chromie time?
The portal should work on most zones though regardless of level.
Go to Chromie, set your timeline to Outlands, the quest is literally just go talk to a mage in the Portal room to port you to the Dark Portal and then walk through the portal.
