He worships Neptulon, but during the Midusmmer Fire Festival, he turns hostile and tries to summon Ahune. The Twilight’s Hammer wanted to start an elemental war by having Ahune fight Ragnaros. We know Neptulon was definitely not on the side of the Twilight’s Hammer. So why is a follower of Neptulon serving them. Or maybe the question is, why is a servant of Neptulon (Ahune) working with the Twilight’s Hammer?
Lore with older characters that haven’t done anything since classic, TBC, or even wrath gets weird especially with the flush of newer lore that’s fundamentally changed quite a few things. You get situations like this, where it wasn’t confirmed but likely that they originally had all of the Elemental Lords somewhat aligned with the Twilight’s Hammer, or at least amicable to them, as we see the connections with the cult and the elements as far back as Silithus. There’s also Ahune which in modern lore is like ??? as frost should just be another manifestation of water, yet Ahune is supposedly the elemental lord of Frost at least with what his title implied, and Skar’this summons him…
It’s probably best just to chalk it up to just holiday shenanigans that has no connotations to the lore.

I would imagine that Ahune is now more akin to say Lord Rhyolith. An ancient water elemental variant. Instead of a full on Elemental Lord. There are also some Fire Elementals that have the title of “Fire Lord”, one of which acts as a mini boss before Rhyolith. Even though Fire Lord belongs to Ragnaros.
As for why Shar’this summons Ahune, could be that Ahune was allied with the Twlights Hammer. Just because he is under Neptulons control doesn’t mean he is loyal to the Tidehunter. Therazanes daughter allied herself with the Old Gods following the death of her lover.
Although that raises a question. Ragnaros allied himself with the Twilights Hammer during Vanilla. As you see Twilight Hammer cultists in Blackrock Depths. Ahune and Ragnaros are written to be enemies. So why would they be enemies now if they are on the same side? Ragnaros continues his alliance with the Twilights Hammer in Cata.
