I keep reading about NPC Apprentice Tanmar offering " Dipping a Toe" quest so you can unlock seafarer’s caches. So where is it? Ive done every quest, daily, etc and this quest just isnt there? Are folks mentioning this quest incorrectly forgetting to mention that its from the PTR? That its gated? Surely I cant be the only one who isnt seeing this?

According to Wowhead, it is gated, and will be up next week.
