You can i think its the purple quests that unlock it
Still can’t fly in the storm phase though. Which is dumb.
I suppose we should get used to it, there won’t be any flying at all in the new 11.1 zone, ever.
Only on toons that did quest it is not account wide more Blizzard (thinking?)
I hope all ground mounts get the D.R.I.V.E. treatment in the future.
I think there will be but not for a long long while.
There wasn’t much content in there. Flying or not, you’ll be done with it so fast you won’t even need mounts in there.

I think they’ll probably do some sort of dynamic ground riding for all the ground mounts in the future, but I don’t think it will be D.R.I.V.E
The drifting idea doesn’t really work on a horse.

DRIVE is absolutely terrible imo. If they’re gonna do dynamic ground mounts it shouldnt be DRIVE.
