So I finished the last of the ring upgrade quests on my main today, unlocking flying and the max ilvl ring.
Going there on my alts is a problem though. Not only was flying not unlocked account wide, but now all the ring upgrade quests they didn’t complete are no longer available, making it impossible to unlock flying and the other perks from previous weeks. They only have the blue weekly quests available.
Hope this is not intended and there is a fix incoming…
Edit: after more investigating it seems like only some of the weekly quests aren’t showing up, for characters partially progressed through the upgrade quests. My characters who only did the initial skip when they arrived can pick up “Dipping a Toe.” Still, it would be a lot better if flying was simply an account-wide unlock.
“Juicing up and storming out,” the quest after “dipping a toe,” requires you to fill the bar in the zone to see the quest. It’s also possible you upgraded your ring through looting the item from treasures or rares after you did the quest on your main, and never even needed to progress through the quests to do so. If the flying remains character-specific you’d need to complete the zone once on each character to access the juicing up quest. It’s possible there’s another bug, but if you are stuck after “dipping a toe,” that’s why.
Thanks, this was actually the issue, I needed to finish the fill the bar quest to access that step in the chain. Was able to finish the rest of the questline after that.
Still believe flying should be an account-wide unlock, though.
Wait what? Flying is not account wide here? Surely it’s a bug?

How hard can it bee to keep the “account wide” commitment?
I did the questline yesterday on my main and went there on an alt this morning, and I was able to fly right away on the alt without doing the quest. It appears to have been hotfixed to be account-wide.
