Why does Siphon Storm grant an Arcane Charge? It’s CD lines up perfectly with TotM, which grants FOUR. Was there an overcharged idea I wonder? Well, bin it.
Siphon Storm should help Mana Gem. It’s in the flavor of Evocation anyway, and Siphon Storm leaves Mana Gem in a weird spot.
See, Mama Gem sharing it’s CD with Arcane Power is great: do the burst every two minutes, then Mana Gem to recover. Especially good with Overpowered talented. But Siphon Storm (with the Arcane Prodigy conduit) begs for the burst to be every ninety seconds.
Mana Gem is left in just about the same weird spot as Siphon Storm’s Arcane Charge.
Definitely have Siphon Storm reduce Mana Gem’s CD to match Evocation instead of Arcane Power. Maybe have it restore a charge?
There’s a reason no one used this when it was an Azerite Power in BfA.
I laughed the minute I saw they were making it a Legendary. Just another one of their “brilliant original ideas” they can’t ever admit was a mistake so they have to double down on it to try to prove they know better.
That, and it’s arcane: they have no problem sticking it to arcane mages.

The legendary needs to give Evocation 2 charges on top of what its already doing.
So 100% Mana, a thirty second 12% Intellect boost, and an Arcane Charge every 45 seconds is what you want? Sounds silly to me, first of all because the Arcane Charge is still there and still hasn’t been thought of at all, and the rest of it sounds more like 9.3 Siphon Storm.

Siphon Storm needs to affect Mana Gem. It already does in 9.0! It throws it out-of-sync with the Arcane Power CD that it supports…
You’re supposed to spend spend spend during AP, no matter if it’s with a 30% or 50% reduction cost, that’s what you do. Thankfully our spender hits hard, and Crits for “all that”. Mana Gem was introduced at a 2 min cool down to compensate.
Siphon Storm, paired with the Arcane Prodigy conduit simply just de-syncs that interaction. It makes a weak spell even weaker, when it should just move with it.
I think the bandaid I’d give to Siphon would be to increase your mana regen by 50% and all your secondary stats by the same amount as the Int, so 12%. The Arcane Charge can be replaced entirely.
It would make the “intended” way of playing Arcane (burn to 0 mana, Evocate, conserve) feel good in the conserve phase, because right now a lot of mages, as far as I know, aren’t even conserving that high and just keep enough mana to go to Arcane Power + Rune of Power. You could play greedy with Arcane Blast, because you have 50% additional mana regeneration for 30 seconds.
It would also work with that opener where you burn to 0 mana first, then Evocate, then enter your burn phase, giving Arcane an even stronger burn phase if that’s what the player wants. Again, the extra mana regen would offset the fact that you used Evocation before the burn phase.
I haven’t done any math to see if it would be too strong or fundamentally ruin Arcane, but I do like the idea of Evocation being the “let me catch my breath before I beat your ___ some more” spell that it certainly used to feel like at times.
