vendors don’t sell profession items 
well, they do in very limited amounts. you could have a vendor sell 1 black lotus on a 24-48 hour cooldown or something.
just make them a 1% drop from the top herbs and call it a day. Proven to work in both seasonal servers and every expansion after vanilla.
