Silly Frostfire Question (and Shifting Power)

So, it looks like Fire Blast procs with Ice Lance for extra damage. Is there any reason to keep it on my bar as a Frost mage?

Also, how do y’all tie Shifting Power into your rotation, if at all? On CD? For some reason I tend to use it outside of combat, but the damage on it looks decentish.

You want to use shifting power to get comet Storm back as soon as possible.

This observation of fireblast made me wonder if it would be possible to make fireblast for frost mage receive the same bonuses as icelance, and vice-versa for fire mage
