I just made a seasonal character and loaded in, I can also talk in the diablo 3 general chat, I can also make a normal character and load in fine, as well as making a hardcore character. I was able to load into the starting area and talk but beyond that I didn’t test anything else. Seems like that issue was fixed then.
Edit: Just to verify what Kalviery said, I’m able to talk in HOTS, OW2 beta, OW1. I don’t have any other games installed to test but it seems it’s per game silence basis which makes sense, because in HOTS it shows every player in the match if someone is silenced on the score board. Plus you can get permanently silenced too in HOTS.

Well then! That is excellent news. Thank you so much for testing that. I spent almost a year asking for updates on it back when it was first happening but it was not really being worked on. Nobody had info.
It pretty much answers all the questions I had for Kalv too. Maybe any account wide impact was a bug and now fixed!

I am not sure how to embed posts, but this is something that I found and was concerned about when I first got silenced as I thought I wouldn’t even be able to whisper bnet friends (which means the only method of grouping would be talking on discord) Question about a person being silenced - #4 by Annanyria-moon-guard but it seems like this was a bug or they changed that policy of not being able to talk to bnet friends while silenced.

This is technically a bug, and work has been done on a few separate occassions to help catch when it happens but I do see that there are some cases still open and being investigated. So I wouldn’t say it’s completely resolved but should be more rare.

Not being able to talk to Bnet friends was intentional as far as I know - and was an “additional penalty” sort of thing because Silence was not quite as effective as they wanted. If it got changed then that is new to me.
I have been able to talk to friends via whispers in bnet in classic wow, as well as able to talk in party (assuming my party members are my bnet friends) but I can’t invite them unless they’re my bnet friends. I haven’t attempted to get invited from a non bnet friend (how can I, I’m silenced lol). Honestly had it not be for the fact I can message my bnet friends, classic would be unplayable unless you just stick to doing battlegrounds or questing since most content needs a group and you kind of need to communicate to get in one lol.
