This item bought from Ve’nari in the Maw is supposed to make us immune to the Mawsworn Assassins. I bought this item yesterday, returned today to do my Perdition Hold quest and was immediately attacked and killed by an assassin (not to mention I cannot see my corpse to loot my lost stygia despite returning to where I died).
The upgrade is working as intended, as “The Jailer’s Mark” is an additional debuff applied by assassins (and abductors) when they first spawn to attack you. Re-read the tooltip.

According to the items description it provides “immunity to Mawsworn Assassins” not to the mark.

“Stamp the sigil onto your body, gaining permanent immunity to Mawsworn Assassins’ The Jailer’s Mark.”
I can see how you’d miss the formatting on the in-game tooltip since The Jailer’s Mark appears in white text. However, the possessive apostrophe on the word Assassins’ should have been an indicator to keep reading. (The word wrapping on the in-game tooltip is also unfortunately-placed.)
Still doesn’t work for me shrug I still get the mark and such so while I appreciate your comment you’re not a developer and cannot fix the issue. I am also sure I am not the only person encountering the issue so kindly stop responding.
I thought it was broken too, but read some wowhead comments. When assassins come, they apply a debuff on you. The sigil prevents the debuff so assassins will come, they’re just not as annoying
If does work? Serious its a debuff…that is a dot as well as causes the eye kf jailer to fill faster. It makes you immune to the debuff. DOES NOT GRANT IMMUNITY TO THE ACTUALLY ASSASSINS. even says so in the tooltip you just have to k ow how to read more than 3 words
I’m just wondering why you’d need such higher rep with Ven’ari to buy this if this is only useful before you no longer have the eye of the jailer. I removed the eye of the jailer way before my rep was high enough for the sigil. Someone correct me if i’m wrong about it’s use.
