Seems like this is bugged. the last few days, trying to complete the weekly quest and we are all there, the cart is there but it never starts.

On wowhead it says it starts every odd hour. This is incorrect. It actually starts every even hour.
The event’s start time is the same through the entire region, not server-based; whether it starts every odd or even hour depends on your local time. For example, the one that starts in 3 minutes would be 10am in my local time but is also 11am in my realm’s time (eastern). Though, realm doesn’t really matter anyways since cross-realm sharding is always active (except for RP realms I guess).

This has been an ongoing issue for the duration of this expansion. Why is this still a problem Blizz?

It starts every odd hour US server time (if all servers has the same time). Done it 6 times now and it works every time.
Servers in different time zones are going to start at a different hour.
