Nearly 5 years later and this still occurs with no blue post. I’d have expected that out of the innumerable amount of extended maint days they’d have fixed this, but nada.
Still happening as of 11/13/23.
Just happened to me. I just want my dark shaman set and I’ll never run this place again.

Happened to me, ran this many times on many alts, first time it’s happened.

Replying to myself, I checked back after about an hour and it was opened.
EDIT: Also learned that you can now skip right to Garrosh, makes the mount run faster, if only I didn’t still need some mog and pets.

Edit: If you have unlocked the skip to Garrosh at the start of the raid you can make the long run back to the raid start and use that to get past the gates to Garrosh. However, you cannot backtrack to the Paragons and reverse your way through the raid because the gate to the Paragons is shut and will not open.
Edit 2: I took the skip, killed Garrosh, and logged out within the raid at Garrosh’s area. Logged in 30+ minutes later and my character was at the Gates of Orgrimmar and they were open! I don’t know what triggered it, waiting for that long logged out inside the raid or killing Garrosh, but it may be a workaround until (if) this bug is ever fixed.
Edit 3: Same thing happened the following week so I just logged out at the gates, waited 30+ minutes, and logged back into see that they were now open. So just waiting (while logged out?) seems to be the key to progressing past this bug.
