So, asking for a friend who wasn’t able to finish up their quest to make the last pieces of gear from BfA, but still wants the appearances, they just need 5 more shreds to get to the level they need, are they at all still obtainable in the current version?
Wowhead comments report no you cannot.

chainsaw and 3 response posts all said the same thing…they aren’t getting it to drop at all.
I still get them from random PVP activities. As long as you have the quest, it should drop, though at a random rate.
