You don’t need to raid to make PvP gear. You don’t even need sparks for them - you make them with professions using the PvP conquest tokens you can buy for relatively cheap. When you have them at epic quality their base is 610, but scale up to 639 in PvP. Check out YouTube to get an understanding of the crafting system since it’s kind of convoluted

Yes, your pvp gear will scale up to its pvp item level if you are in a pvp instance, in a world pvp quest area, or if you enter pvp combat.
It’s pve item level can be upgraded with crests just like pve gear.
