Right now my toons are on Mannoroth, the server I originally rolled on come Vanilla. Today, however, it’s a low pop realm and comes with all the low pop realm woes, like a limited amount of guilds, a wacky AH, etc. It doesn’t, however, stop me from engaging the content–the other realms connected to it make for good grouping with dungeons, LFR (sometimes) and pvp.
Is it worth the $25 to transfer to a higher pop realm? Will it provide a better play experience? Or does it not matter?

Only for guilds it matters. Everything else is cross server with sharding and all that

If you’re interested in group play like organized raiding/m+/PvP or want a more social experience, I’d say yes.
I started mid Wrath on a medium-high population server that steadily lost people until the Pandaria sale killed it. I swore I’d never change servers as the money to move multiple characters and a guild bank wasn’t cheap. However, I found a guild that turned out to be part local to me on a mid-pop merged server, so I went figuring it would be a one time expense.
Things were better there, but like with most things WoW, we lost people over time and recruiting was difficult. We toughed it out, grabbing on to each “maybe we’ll merge more servers” tidbit we heard, but nothing ever happened. We finally made the decision just before BfA to move to a very large server. We’re very happy here. Lots of decent people, recruiting is easier, you actually see people from your own server running around major cities, people buy all your stuff from the AH, etc.

I started this game on Smolderthorn, which is now Medium pop. I definitely felt like the server was a ghost town—even with sharding, it felt like I only ever saw people in the major hub of the expac only at peak times. I transferred to Wyrmrest Accord (Full realm, also RP which means no sharding) and it was a whole new world.
If you aren’t sure if you want to spend the money, make an alt on a bigger realm.
