The Shivarra is definitely one of the more powerful demons out there, a bit more powerful than the Infernal, and on par if not slightly below Doomguards.
As for controlling one, the answer is that it depends.
Although they share general similarities, individual demons can vary a lot in terms of relative skill and power. Some Felguards can be strong enough to even match a Doomguard, and you’d hardly compare Lord Kazzak with a ‘normal’ Doomguard, and Kil’jaeden and Archimonde; although they are both Man’ari; are leages above most Man’ari found on Argus.
Also, a demon’s interest in serving a warlock can affect the difficulty of binding one.
Taming a demon through sheer brute magic strength can be the most power intensive option. However, if a warlock has something to offer or can make a deal that makes servitude appealing to the demon in question, then binding it can become a lot easier.
In other words, a lesser skilled warlock could bind a more powerful demon if they could offer or provide something the demon in question wanted.
Sadism, hedonism and greed are powerful traits with demons, and many demons can be tempted into service to mortals by offering them power, souls, experiences and loot. Many demons might even find a chance to visit Azeroth a prize in itself, especially if allowed to roam and have their ‘fun’ with the various inhabitants. Azeroth has likely made a name for itself in the great dark after defeating both Archimonde and Kil’jaeden.
A demon’s goals can even be very idiosyncratic. For example, a Felguard with a special fondness of blades may simply wish for a chance to fight and kill renowned swordfighters across different worlds.
To answer your question; an ‘average’ Warlock could definitely attempt and even succeed binding a powerful demon like a Doomguard or Shivarra, especially if tempted properly. Although there is no guarantee it’ll work, or they may even just achieve partial control over said demon, which could make for an interesting character dynamic in and of itself.
