Shields can't have Darkmoon Sigil embellishments?

So we can add Darkmoon Sigil embellishments to caster off-hands, but we can’t add them to shields. This seems like an oversight. Is this intentional?

Definitely oversight, or a bug. You can put them on the PVP shields, but not the other shields? Makes no sense.
