Also running into this issue. Tried abandoning it, reloading, relogging and nothing.

Also have this quest as a nightelf and cant seem to find the human anywhere

The question is
 should he kneel too? text says “pray with the kneeling elf”

its bugged you cant get the buff or kneel for him. I submitted a bug ticket

Human is right by the quest giver in Darnassus, but nothing works for me.

It does not work for me either. I am a night elf trying it in Darnassus. There is a human ‘supplicant’ standing right near the quest giver. Simple enough. But he is not kneeling.
/pray does nothing
/kneel does nothing
I thought maybe it had to do with pvp flag, since NPC is flagged. No change.
The only clue I got was that I came back and he had the night elf meditation buff
the four hour buff! but it was about 1 hour into it. And of course he is standing. So I’m thinking this guy can only get interacted with once every 4 hours. If he is not kneeling, forget about it.
I tried switching layers
I found him standing but no buff
nothing worked.
So I’ll keep this quest but Im moving on.

/kneel in stormwind starts the light shower, but then you cant pray to the supplicant. Well, you CAN, but it does nothing. if its a 1 person every 4 hours thing, this is whack.

From what it seems, the supplicant has a “Meditation on Elune” buff that is acquired through /pray with him. It looks as if only one priest per 4 hours can share it with him
 kinda lame

One did for me, and it still didn’t finish the quest.

No buff on him just now. Did the things and still nothing. Had both buffs when I tried. He is still not kneeling.

Im guessing this is different then horde? On horde we needed to get the buff from another race priest (troll) that had their respective buff by kneeling before them and then they /pray while targeting us and it worked and was passable to others. Example if i was undead and got their buff on to myself and had mine active also i could pass their buff to someone else by them kneeling before me and me targeting and doing /pray. Is it different for alliance?

Yes, we are also able to pass our buffs in that same manner. We just can’t pray over the supplicant in order to complete the quest.

Still broken
