This should be a spell book ability imo and usable through stun. It also is going to likely be the default rune for shamans in a large raid environment (aside from tanks) because the raid effect is very strong.
This would give Shaman a damage reduction CD / mana regardless of spec. Rune is good for every spec aside from tank due to rune slot, when it makes so much sense for it to be an available tanking CD.
Yeah but if they did that they would have do something crazy like make shadow fiend a baseline Bo— wait… yeah I’m cool with that.
Make it not compete with Earth Shield for healers.
Shamanistic Rage needs to have it’s party-wide mana restore effect removed.
Shaman doesn’t need a defensive cooldown. WoTE has the defensive cooldown built into it for free.
(It’s also currently the best tank in the game by a mile, and is slated to continue to be the best tank in the game by a mile.)

Yep, SR is a mana regen CD that currently competes with Earth shield (healer), a damage reduction CD that can’t be used as a tank due to WoE, and Ancestral Guidance is a really cool rune that really isn’t used by anyone because it shares the slot with SR.
Legs are just a weird rune slot in general for Shamans due to SR.
Earth shield’s poor interaction with lightning shield/water shield is like griefing shaman tanks, which account for most of the tanks in raids. I’m not saying it would be unusable if moving SR gave access to it, but it’s just a bad spell with so many shaman tanks out there and the P3 lightning-shield-heavy runes, which would be shafting ele and enh shaman as well if you were to earth shield them.
If earth shield didn’t wipe out another shaman’s self-casted shield, then it would be fine… and for shorter fights/trash, it would be worth taking over SR… I’d keep a backup set of pants for it.
Agreed, SR destroys the class fantasy when Resto Shamans don’t even want Earth Shield. SR is just too good.
Would be cool if their was a avatar the last air bender like shield rune that combines multiple shields.
