I am wondering if it was a typo in the patch notes or a bad value pushed out. Patch 2.4.2 mentions that the Shaman Tier 2 three piece bonus will be reduced by 5%. It was instead reduced to 5% . A reduction of 25%. I cannot find the original post but I am linking the Wowhead page that lists the patch notes.

I believe it’s just a typo/incorrect wording in the patch notes. I think the set bonus was actually nerfed to 5%, instead of by 5%.
The 3 piece bonus is reduced to 5% on the beta.
