Why is there not an on screen proc when tempest is able to be cast. Similar to when a lava surge proc occurs but lightning.

This is literally what WeakAura is for. Now, you might be averse to using a free 3rd party Add0n to do what Blizzard should be doing themselves, and I admire that stand to some extent - but ultimately this is a 19 year old problem most elegantly solved with an addon.
