Duel a Shaman tank in Draconic T2 on the PTR as a melee.
You can’t touch them. They have enough block value to absorb entire attacks.
It might be okay for raiding but this is not okay for open world / PvP. Set bonuses should be re-designed to keep their block value in line with Warriors.
