You could be a little more informative about what you mean by “not working”.
Night Elves haven’t yet learnt the art of mind reading. 
Examples of various things that could be going wrong, and you still might be experiencing a different issue.
- Not casting at all
- You keep summoning a different totem
- The totem doesn’t seem to be taunting (what are you seeing, what are you expecting)
- The totem isn’t providing its shield effect to other totems (you may need to provide more details on how you’re checking this)
- The totem’s stun effect isn’t proccing.
There there are other potentially relevant details.
Are you using a macro/keybind?
Are using using any bar replacement addons?
And unless it’s a typo, the body contradicts the subject. You said: “… it worked once so far”.
If not a typo, you should elaborate as best you can on the one time it did work.

I drop it mobs ignore it.

Can confirm, totem only taunts if you do not hit the enemy before dropping the totem, otherwise you only see the taunt animation but enemy keeps attacking you.
If you drop the totem with the enemy pulled before hitting the enemy with anything it does work as intended

Stoneclaw Totem generates very little threat. It does not taunt in the sense of the warrior ability ‘taunt’, it just pulses AoE threat.
It’s very likely that this is working as intended.

it is, its more meant as a get-away-tool for running rather then fighting. Imagine if you had a pocket-combattaunt available

I dropped it to aggro a mob I never hit, he hit it once then attacked me, no way this is working as intended it’s useless.
Yeah I’ve been playing shammy for 20 years I know how it works and what it does, it’s not working right…the end.

then they should word the tooltip better, it literally says “taunts”

Okay, so it turns out you’re not looking for help. Just wanting to complain. And maybe even get some sympathy. 
Otherwise it wouldn’t take 3 posts to get to a modicum of details about what you mean by “not working”.

the taunt is clearly weakened to 10% of what it used to be in LK and TBC

What do you suggest? are you going to fix it? I put it here for others that play shammy to see if they are having the same issue (and hopefully bliz see it) not because I expect some clown on the user forum to fix a broken game mechanic…
