Have all items necessary for completion of the quest which requires me to talk to Keeper Remuluos in Moonglade, but Keeper Remuluos is not interactable with. Am neutral with his faction but don’t think I need something more than that to talk to him.

umm if i remember that one correctly, you gotta go by that bridge and loot the box and then use the item and the rune should be in your bag.
if not you have to do all that and then talk to keeper.
i do remember that when i read the how to on wowhead guide and being confused myself.
