Did that back in WoD and never regretted it for a second. Shaman dwarves make a lot of sense and reminds me of The Hobbit.
For horde I’d have to go with MHOrc > Orc > HM Tauren for lore purposes (and transmog purposes well).

Mag’har orc is the best, no questions.
Taurens and Zandalari aren’t bad either.

alli would be draenai (for the gift of the naruu) or KT for the vers for healing. (keep in mind vers is a modifier for both damage/healing/damage stopped)

Dont know about racials since im just returning to the game but i think the pandaren opening story really fits shamans well - recoverig the elemental spirits and healing your giant turtle island.
I really like my goblin shaman. The racial is great, and the goblins in general have tons of personality.

I went from Tauren (pretty bad) to Zandalari (pretty meh) to Darkspear (pretty gud). Bezerking is still good, and feels good to activate.
HM Tauren or Orc for Horde. Dwarf or Kul Tiran for Alliance.
