I think it would be cool if we got a ghost form that wasn’t a huge transformation, but just use the player with a ghostly aura moving a bit faster. Ghost form is nice, but some people may prefer to see their character moving a bit faster since you can see your transmog.
The thought crossed my mind about this for druid forms too, but could that be a step too far since Druid forms are very integral to the class fantasy and often are used in combat? I’ve never played druid so maybe some druid players can share their thoughts on that.

i think it would be really weird if Ghost Wolf didn’t turn you into a ghostly wolf, so they’d have to create a new spell entirely.

There’s a toy that changes your race and also overrides your druid forms; I regularly use it to play as a draenei druid. The only form it doesn’t seem to override is tree form, and you get to keep your transmog.
I think each race of shaman should get a totem animal that actually represents their race. We all know the only reason it’s a wolf is the Frostwolf clan and Blizzard is lazy.

Except, Ghost Wolf can turn you into a fox, so…
Kind of like how it’d be nice to have an alternative to glyph of stars for balance druids that doesn’t ruin our mog.
I’m all for additional cosmetic options for shammies! There have certainly been quite a few elementally imbued bosses that had levitation abilities.
The last boss in the first cata dungeon. Even df raid tier featured that one air imbued boss levitating before raszageth inbued her with fatal power.
So I don’t think what you have mentioned would be stepping on priests toes too much. There’s a history there.
I guess the only problem would be: if a ghost wolf runs into water it does not automatically water walk. Whereas this ability to freely levitate via a form implies an ability to go across water? So in that instance what happens when this levitate version of ghost wolf hits the water?
What type of programming needs to occur there?
Shammy really really really needs some more ghost wolf forms badly though. And a levitate would be a fine option that’s not racially prepossessed like the other options.

This would require them to pay attention to us in any other way besides “oh look they’re having fun with their class, we should fix that…”
