I have 3/3 points in Mental Quickness, reducing the cost of all instant cast shaman spells by 6%
Both by tooltip showing mana cost, and casting and testing to see real mana cost, this is NOT reducing the cost of ghost wolf. It may very well be failing to reduce other spell costs as well like totems and shocks, I am not sure.
