Shadowstep?

Pardon my ignorance, but when do we get Shadowstep? I started a new rogue recently, and it’s not showing up in my talents or spell list.

Its not available for Outlaw anymore i believe, only Sin and Sub

Outlaw instead gets Grappling Hook.
