There’s an issue with Nvidia drivers after 457.51 which is likely causing the flickering that you’re seeing. We have a main thread on the topic here.
If WoW is the main game that you’re playing right now you might consider uninstalling the latest drivers and installing 457.51 until the issue is cleared up with a new Nvidia driver.
