So I started a Nightborn DK on a new realm (starting at lvl 10), started lvling in Shadowlands, played through the entire main questline only, did a few dungeons along the way…completed the questline with the assault on Castle Nathria, hit lvl 51, went back to Oribos to hand in and now there are zero quests at all in Shadowlands…
Surely this is unintended…
You can’t choose a covenant until 60, which would be the next part in your quest progression. So, you’ll need to level up some more to continue. You should still be able to do the side quests in various zones of Shadowlands. (With Chromie Time, you can pick up those levels in any zone if you don’t want to hunt down side quests. Silverpine is great for Silvanas story, and Hillsbrad after it is also has a good story.)

I just think it’s weird that SL is technically a leveling expansion yet you can only level so far before everything (in terms of the campaign) is turned off.
Surely the devs would have seen this as an issue and unlocked covenants and their associated questlines after 50ish, which is where I got blocked.
60 is when Timewalking turns off so there’s no real benefit to locking covenants behind level 60 when doing all 4 covenant questlines (or even the endgame questlines) would still reward significant xp, enough to reach 60 then switch to Dragonflight.
I can do all the BfA endgame content and gain levels up to 60, same for Mists, Cata, Warlords… I dont see the problem with allowing Shadowlands to operate any differently to every other legacy expansion.
The problem there is that Shadowlands end game content was designed for level 60. None of the other expansions let you level with end game content before that expansion’s non-Chromie Time cap. I don’t think they’ve ever lowered the level needed to access end game content for an expansion. (Well, outside of the adjustments for the level squish!) It’s pretty likely that in the next expansion you will be able to use Shadowlands end game content to level from 60-70.
Same issue here as a level 40 warlock. (I was looking forward to finishing the main quest line of the Shadowlands with the warlock in Chromie time, so I didn’t even do many of the side quests along the way.)
