I’ll use a DK as an example.
since frost can use 2H in shadowlands they should be able to mog the blood and unholy DK artifact weapon even if they arent the required spec. We’re about to be 2 xpacs from legion and having that spec requirement for those weapons seems pointless

I agree. I should be able to mog an appearance from a holy or a shadow as a disc - even though disc has the best artifact appearances 
+1 for me. I would love to use holy pally weapon as ret, Dual wield arms artifact as fury, Use apocalypse as frost, Use either glaives on this toon, use felomelorn on as either of the other 2 specs.
Also remove the druid forms from the weapon itself and create an npc so you can choose what form and allow druids to use all the forms at the same time. Imagine balance druid going to guardian form and bam werebear, then needs some speed inside a dungeon and bam ghost kitty

Can we also split some of the artifact items up? i.e. my warlock is wielding a wand and off-hand, I want to change the off-hand to be the skull and keep my wand as is.

There is nothing whatsoever ‘unique’ about artifact weapons that literally everyone got as a handout at the start of Legion.
It is a specific goal of the development at the moment to return a lot of class skills to all specs. This is not homogenization, it is unity of class fantasy and theme. Letting a character use the appearances available to them in other specs would be a big step toward this.
