I am playing on a new level 80 that was made during this current expansion. I have completed the Shadowlands campaign on another character. I picked up the quest to get to Shadowlands, and chose the skip option. It ported me to Oribos, but there are no npcs to do anything further except Greymane, and I just completed that chain. There are only guards here, and I am at a loss of what to do. Chromie isn’t giving me any options, nobody in Stormwind has anything for me. What do I do?? 
Skipping the maw introduction does not skip the shadowlands campaign. You need to talk to one of the 2 guards that are standing watch over the portals to start the quest stranger in an even stranger land. Once that quest is complete, you can choose to skip the shadowlands covenant campaign by talking to the overseer who starts the next quest.
That’s just it, there is nobody to talk to…anywhere.

This is what it looks like on every new character I’ve sent to shadowlands. Old characters instead get a quest called Reintroductions.
When I use the portal, it definitely does not look like that. Both portals are there, as in the picture, but nobody is standing around. The only people in town are Greymane, and the guards.
What does your quest log look like?
I am unable to post links, but I have nothing related to Shadowlands, Oribos, and the only Stormwind quest I have is to turn in Onyxia’s head.
Wowhead’s quest completion tracker is showing you haven’t even started the shadowlands campaign.
Correct, I went to Stormwind, picked up the quest, chose the skip option, and teleported straight to Oribos. I will fly back, again to Stormwind Keep and check for the npc again. Will report back.
Edit: Ok, so after 2 hours of logging, relogging, hearthing, porting, and about ready to rip my hair out…HE IS BACK!!! Thank you SO much for your assistance, and willingness to help!
Wowhead, Google, Reddit, I tried it all, when it seems as though time was what helped.

Thank you for posting, I wasn’t seeing any NPCs either, but I thought we could go straight there and talk to someone to skip… forgot we had to pick up a quest in Org/SW first
